On Friday, Dec. 19 I read where Jeff Carlson opposes the new sheriff's building, which most people, I think, know we need now. It's not a project that is speculative at best. I must ask, does Mr. Carlson have a personal interest in the Sebring Parkway project with so many other open areas for growth? Is the water and sewer, if installed, suitable for only the sheriff's building, or could it benefit infrastructure as well? SEBRING — A proposed state law, introduced for the Legislature's new 2008 session, would shut down most of Highlands County's road building projects, and severely limit the cost-effectiveness of the county's new asphalt plant. That is the assessment of House Bill 683 by Ramon Gavarette, Highlands County Engineer, and Ross Macbeth, attorney for the Highlands County commissioners. The county asphalt plant, which is scheduled to start production this spring, would be the first asphalt plant owned and operated by a local government in Florida. Commissioners have borrowed $3.3 million to build the plant, based on Ken Wheeler, director of the county solid waste department, estimating it will save $700,000 per year on road work. House Bill 683 apparently was pushed by the Asphalt Contractors Association of Florida, which tried unsuccessfully to talk the county commissioners out of building the first county-owned asphalt plant in the state. ...more

SEBRING — Construction crews began work on Phase Two of the Sebring Parkway in July, doing mostly off-road work near Sebring High School. On Jan. 2, those construction crews will start the serious road building work, causing the complete shut-down of Eucalyptus Street, between Center and Grapefruit streets, for at least four and possibly as many as six months. This section of the parkway will replace the current two-lane Eucalyptus Street with a five-lane roadway with turning lanes. Phase Two of the parkway also will convert the current Highlands Avenue into a five-lane roadway, running all the way to U.S. 27. ...more
