A man once convicted of vehicular homicide has been arrested on drug charges. Hillsborough County deputies arrested Corbin Legiles Nottingham at 10:50 p.m. Sunday. The 20-year-old Tampa man was arrested at 23rd Street and 138th Avenue and charged with possession of crack cocaine with intent to sell, possession of crack cocaine, and obstructing or opposing an officer without violence. PETERSBURG The woman killed Thursday afternoon when a tire blew out on her sport utility vehicle on Interstate 275 has been identified as Sabrina Caryl Starliper, 21, of Mercersburg, Pa., according to the Florida Highway Patrol. Starliper was driving a 1998 Ford SUV north on the interstate, just south of 54th Avenue North, when the left rear tire blew, the patrol said.
