More than two miles over the flat east Pasco landscape, a twin-turbo Otter airplane disgorges two dozen spores. At least that's what they look like from the ground. They fall separately, then, a mile from the ground, pop their nylon blooms that open into colorful petals drifting safely, hopefully, to the ground. It's Christmas Boogie time at Zephyrhills Skydive City, and as usual, the celebration of warm weather, gravity and clean air to fill parachutes is in full swing, with people from around the world coming to jump out of airplanes. ...more

Forming a committee of 11 people from varying fields is the best way to monitor and consider impact fees for Highlands County. With the right mix of people, from varying fields of expertise, they can de-politicize the debate about the fees. The 11 positions include representatives from retail business, banking, homeowners associates, environmental community, real estate, builders, education, etc. It's a great cross-section of the population and should serve the county well. ...more

SEBRING –– The Highlands County commissioners have decided to appoint a citizens review committee to give them advice on whether to raise, lower, suspend or even replace impact fees as a way to finance infrastructure. But how that committee will be chosen and what special interest groups it will represent remain far from settled.
