If Progress Energy Florida gets an interim rate increase next week, West Pasco customers could see electric bills go up about $4 to $5 a month starting this summer. Consumer confidence in Florida rose in April thanks to flattening housing prices statewide and news the economy has not gotten worse, a University of Florida report released today said.
