CLEARWATER - Police have made a second arrest in a fatal shooting Monday that prompted authorities to lock down seven schools. Allan Burney, 19, of Clearwater, was booked into the Pinellas County Jail late Thursday night on four counts of attempted first-degree murder. His bail was set at $400,000.
