What are the responsibilities of dog owners in Highlands County? According to the law, all dogs are required to be on a leash when in public. That's exactly what my wife was doing. She had our puppy on a leash within 5 feet of our home. He was viciously attacked by two dogs. The first dog grabbed him by the throat and shoulder, tearing him completely free of his collar and leash. The first dog ran with him in his mouth, killing him instantly as my dog was never able to even mutter a sound. The other dog just followed him. This attack occurred on Dec. 14, 2009.
