The Florida Highway Patrol has completed its investigation into February's fatal tour bus crash and will not be charging the other driver involved with any criminal counts.

Betty J. Adams, 81, of Lake Placid, was issued a civil infraction for improper change of lane or course, according to an FHP press release.

The accident occurred on Feb. 22, when Adams was trying to turn left onto U.S. 27 off of Lake Francis Road and her car hit a Sunburst tour bus carrying 29 senior citizens and three others.

The bus overturned off of U.S. 27 and several passengers flew out of the windows, the FHP previously said.

Five passengers - two at the scene and three at later times - died from injuries they suffered in the accident. All but one person on the bus was hurt.

The FHP's investigation revealed that both vehicles were in proper working order and didn't contribute to the accident, nor did the road's conditions.

Both Adams and bus driver Larry Metzger, 69, also had clean driving records and were properly licensed, according to the FHP.

When Adams made her turn, the report said she didn't see the approaching bus and turned into the inside lane before moving into the outside lane.

The lane change put her right into the path of the tour bus, the FHP said.

"This was a tragic accident," said FHP Lt. Chris Miller.
