The House insurance committee on Friday debated changes to the Hurricane Catastrophe Fund.

Rates have been frozen for Citizens Property Insurance, but lawmakers say that's made the company's rates actuarially unsound, and put the rest of the state on the hook if there's a big storm. That could mean significant rate increases.
