The United States does not want to pay reparations for slavery because it would have to admit that slavery is wrong. It doesn't want to do that. For instance, there are slaves working on the citrus groves and fruit and vegetable fields here right now.
A family in Lee County was just the other day found with migrants locked in box trucks in deplorable, unsanitary conditions. Authorities are investigating. You're trying to tell me the factory farm/big money growers for whom these migrants were contracted out didn't know what was going on? Come on, now get real!
