Man arrested on fraud charges

LAKE PLACID A Lake Placid man was arrested on fraud and theft charges, after a man reported that he paid $49,000 for a vehicle, but never received it, according to an arrest warrant affidavit.

Richard Arthur Gillmor, 57, 350 Bottlebrush Ave., was arrested Feb. 4 by the Highlands County Sheriff's Office and charged with second-degree grand theft and fraud.

The arrest came after the victim reported that in October 2012 he received an email offering a Volvo Excavator for sale for $49,000 and that subsequently he wired the money to a bank account, an arrest warrant affidavit said.

The victim also paid $1,200 for transportation costs, the affidavit said.

But, as of Jan. 22, the victim had not received the vehicle, the affidavit said.

Gillmor told authorities that he no longer had the money to pay back the victim, the report said.

The affidavit said that Gillmor was listed as a suspect in three different similar cases in 2009.
