LP Town Council Adopts Sewer Connection Ordinance

LAKE PLACID - After struggling with the issue for two years, the Lake Placid Town Council has finally adopted a sewer connection ordinance.

The council voted last week to adopt the ordinance that will require those downtown sewer customers who have not hooked up to do so. There were 89 customers who had not hooked up as of last month.

Effective July 1 of this year, the town will charge the owner of every lot or parcel on which is located a trailer or building for residential, commercial or industrial use the sewer fees and charges whether the owner has connected or not.

Customers who fail to pay the sewer fees and charges will have their utility service, including water, cut off until they do so.

"We have to move forward" Councilman Ray Royce said during an earlier council meeting. "We have talked about it for months, months and months.

"We have a financial obligation," Royce added. "One way or another we have to pay."
Councilman Charles Wilson said the council has been avoiding this for a couple of years. It is trying to make it as equitable "as we can."

The cost to connect will vary. One factor will be how far the customer is from the main line and the route to get there. The old septic tank will also have to be pumped and filled with sand.

The low-pressure line refers to the pressurized collection line that requires each customer to use a collection tank and grinder pump to deliver wastewater into the town's low-pressure collection line.

According to the town's Utilities Department, the customer on a low-pressure line will have to pay $1,200. The customer will also have to pay an electrician and plumber.

The owner on the low-pressure line may pay over a period of up to 48 months with 5 percent interest annually. Those on the low-pressure line may apply for a one-time $2,000 credit.

The gravity line is a larger line in diameter that goes down deeper in the ground.

The fee to the town will be $3,200 for gravity customers. The cost of the plumber's work and pumping the old septic tank is not included.

The owner on the gravity portion of the wastewater collection may pay over a period of up to 120 months, with 5 percent interest per year.
