Washington Heights

Why is Washington Heights area of Sebring still shut off from the most direct route for emergency care? This has always been a question to me and no one has provided a logical answer. Why was this not considered a problem when they planned the construction of the Sebring Parkway?
Now I don't live in this area but I do have children that live in the area and I pray to God nothing ever happens to one of them where they need emergency care and it's delayed because they're shut off from the most direct route to the hospital.
It didn't take the county long to tear up Kenilworth Boulevard and have it back in operation, but Highlands Avenue that leads into the Washington Heights area has been shut down for months, maybe even close to a year.
There was a situation at the sports complex where my son and another player on his football team were seriously injured. My son was not that bad, so I took him to the hospital myself, but the other kid had a serious back injury. Now keep in mind the closest EMS station was only a couple blocks away, but due to Highlands Avenue being shut down, they (EMS) had to drive down to Lemon Street which was well out the way from the complex to get to this young man.
My guess is the county either has a lot of money to pay out in law suits when and God help us that nothing really serious happens to someone in this area or they just don't care what happens to the people of Washington Heights.
Just my opinion on the matter. Highlands County, open the road to Washington Heights before it costs you more in lawsuits than it will to build this road. It should have never been shut off this long.
