SEBRING — The forensic investigation and assessment report released Friday on the Memorial Elementary School roof states minor concerns, but gives an overall approval to the roof design changes and repairs.
The school board hired Principle Design and Development, Inc. to inspect the school's roof system and review documents related to its design and construction.
The engineering review was called for after a number of factors apparently caused cement blocks to crack in February at the school on Memorial Drive. The school is currently under construction and scheduled to open in August.
The problem was fixed with expansion joints and a different type of fastener, but the school board wanted assurances that the redesign would not cause problems in the future.
According to the final report from Principle Design and Development, with minor exceptions, the structural engineer-of-record appears to have provided adequate and suitable solutions to resolve problems and the builder appears to have installed those measures effectively, the report states.
With the thermal expansion damage issues evidently resolved, the behavior of the metal roofing system is now in line with the design intent, according to the report.
The minor issues … can and should be addressed and satisfied by the engineer-of-record, the report shows.
The report noted minor cracking in a joint of precast concrete lintel on the south side of the building exterior at an alcove entrance to a corridor. This lintel is not installed with the ability to slip laterally as the building expansion joint tries to move, resulting in potential for further stress fractures, the report states.
The report also notes records that appear to indicate that some retrofit work was not performed in accordance with the engineer's direction.
At least two other issues were cited in the report that are recommended for review by the engineer-of-record on the project.
The school board will review and discuss the report at an upcoming meeting.
