Superb Election System

The new primary and general election system is superb. Why it was not inaugurated long ago is beyond my comprehension.
This is the way it works: All states have their presidential primaries the first Tuesday of March, during the presidential election years. All city, county, state and federal elections are held during even years only. Between elections, vacancies are temporarily filled by the highest elected official of the entity.
I regret to tell you that this plan is not yet ready to take to the bank!
