A Mystery

Can you help solve a mystery? For me it concerns Lakeview Drive, from Jackson Heights Road to Veterans Beach. A couple months after that sidewalk was built, a number of side squares had to be replaced. A few weeks before Hurricane Charley arrived, I walked and counted 47 squares broken. After the third hurricane left I walked and counted 93 broken squares. I didn't know that a hurricane could break sidewalks.
A little while ago the squares were repaired. I have since walked around and counted over 20 more squares broken. I've seen nothing in the paper about this mystery.
Who paid the contractors who built the piers, was it the owners, the city or was it charged to FEMA?
