Handicapped Permits

I drive all over Florida and as I do, I notice hanging on car mirrors the blue handicap card. I am under the impression that these people are mostly mentally handicapped. It says right on both sides of this card, that it should be removed from the mirror before driving. Can these people be so stupid that they can't understand this card creates a blind spot? Or maybe, they're proud of being disabled and want everyone to know it.
I'm just wondering, since we know Florida is full of elderly drivers, many who have no business driving a car, just how many wrecks with injuries or deaths have occurred on account of this violation. There is a law about this.
